we have HV ammo and a downgraded bow. how about making some metal tipped arrows like HV Arrows? this would be consistent with bow hunting.

How would an arrow tip make an arrow HV? Just add a better bow like a compound.
a wood/stone arrow can't achieve the same damage as a composite/metal arrow.
you are correct in the sense that HV ammo for a gun is not the same for a bow where a greater draw weight would allow for more damage, so a compound or cross-bow would do that. still an arrow that is composite/metal vs stone/wood would also inflict more damage and reduce protection you get from armor.

Hopefully the HV option will be an upgrade in materials. The crossbow could help there too.
i think the difference is that HV ammo for guns has better penetration without changing the weapon itself (other than reinforcement etc). to make an arrow "high velocity", you need to either reduce the weight of the arrow, or increase the power of the bow. given that HV ammo for a bow doesn't really work the same way, we would probably be better having tiered bows and metal arrow heads (as above) that deal more damage but cost more.
