Rust Server - Admin commands?

Hi there, I have a rust Server and I can't seem to make myself an admin from the console (RCON) can you oped a person like in minecraft?

If you have the rcon password, you're an admin. That's being an admin right now. This isn't Minecraft's usergroups permissions system.

thanks that fits what I am finding :) now if I only knew what the coordinate system was, I tried to get a player out of a stuck location yesterday with teleport and I guess I dropped him into the ground using XYZ of 10, 10, 1 :(

Google, rust map locations. It'll give you the coordinates of the cities. There's a list of about 8 you can cut and paste into the console command window.
