Dont think there is a fixed time but last wipe was at 9 pm i believe

For you it would be normally in the late evening.

There haven't been an exact time it goes live, I live in the same time zone as you and have seen the update going live from anywhere midday to late night, but mostly around 21-22 your time.

There's never a set-time. Just when everyone is okay with it, or when Garry accidentally leans on the button.
