I am posting here because it is unclear where I can officially report someone for spamming in the in-game chat. The only solution seems to be to disable the chat... but that can't remain the only solution.

This is pretty much a problem with ANY multiplayer game. I'm surprised there isn't more / better spam management as a general rule. The ability to block a user's chat spams (by SteamID so they can't just go change their name to bypass) would eliminate the problem.
Maximum Over's right. I know active admins are great thing but letting us players tune problem children out would free up the admins to go after the straight-up cheaters. And they could get notification when multiple people ignore the same player. Saves on drama.
