Device Name: NVIDIA GeForce GT 650M (found this line on dxdiags lower parts)(im %100 sure i have geforce gt 650m it came with the laptop and i didnt modify anything but it tells me its hd graphics 4000 at the top part of dxdiag, im no expert maybe they are completely diffrent things)
With these specs im experiencing 10 or so fps on the lowest ever settings possible including setting grass off shadows off dropping render quality to almost 0, im no computer expert but if you ask me the problem is something between the intel hd graphics 4000 and my nvidia gt 650m (they both came with the laptop itself) i think somehow nvidia 650m got disabled and it started using hd graphics or so, that can be a stupid guess by me too though.Im able to play battlefield 4&3 on ultra settings at around 30-40 fps without problem and i never had technical problems regarding hardware and my computer is not from the cheap ones either, please help me about this thank you!

There you go, that's likely your problem.
Experience: My laptop uses Windows 8 and inexplicably frame lags. On windows 7 I do not have this problem on the same hardware.

Set a profile in the Nvidia control panel to force Rust to use your 650M.
