Let's see some of those skins in the workshop put into the store. Lots of good art, but very little accepted into the game. Be nice to be able to buy some of that stuff!

That's a lie. Garry is making the rock skinnable as we speak.
A skinned rock sounds pretty bad***. What if you could paint rocks? So you could make them like basketballs, Or soccer? And maybe even try to catch it like football!

I understand the sentiment--critical game systems should get priority. But, there's good news: First, not everyone at Facepunch is working on the same task. Facepunch artists are working on skins and textures independently of stability and game balance issues.
Second, all the hard work on new skins has already been done by the workshop fans. All Facepunch needs to do is release those skins into the marketplace. There's a lot of crap out there, but about 10 to 15% of the workshop skins are really quite good and would be nice to see in the game.
So don't worry that this is some huge distraction for Facepunch. It is a literally a few minutes of work to pick out the 10% best stuff in the workshop and release it into the game. Doing this would brighten up the game, encourage the workshop contributors, and provide me with a few cheap and easy to deliver Christmas presents. :)
What exactly about this process warrants it taking so long?
People make skins for items.
Other people like the skins and want them for their items.
Company puts the skins in the shop.
Why are we not getting to the third step?
It's basically free money for them.
I'm not sure, but I suspect they are reluctant to bloat the size of the client. Skins must be download by every player and stored on their hard drives. This increases the bandwidth needed for downloads and storage. And once they have admitted a skin into the game, players expect to see purchases skins forever, so old ones can't be removed to make way for new ones.
There are ways of mitigating this problem--letting players choose not to see skins, or only getting low res versions of them, or only getting them when you get close to one in the game, but I don't think Facepunch has done anything like that just yet.
