I'm fairly new to this, having a stone hatchet gives me 7 from a wood pile, metal gives me 10 and pick axe gives me 20, but does the tool effect the TOTAL resources or just how fast it is mined?
Just how fast its collected. Though there is a bit of logic to it as the Pick is the best for Wood Piles(you DO kinda swing it like a heavy axe) and Boulders, while the Metal Hatchet is best for harvesting from animals.
It seems to me that using the more effective tool also consumes fewer calories.
Best options I've found are as "SteakStyles" has already mentioned:
Hatchet = collecting resources from killed animals
Pick Axe = collecting resources from rocks and wood piles
A little off topic. But what if there were 3 basic tools? A skinning knife, a hatchet, and a pickaxe. All 3 tools could be used to gather all 3 resources (wood, animals, ore) but each one has a higher level of effectiveness.
For example you could skin an animal with a pickaxe, but you would only get half of what you would've gotten with a hatchet, and with a hatchet you only would've gotten half of what you would've with a skinning knife.
Animals: Skinning Knife (2x resources) Hatchet (1x resources) Pickaxe (0.5x resources)
Wood Piles: Hatchet (2x) Skinning Knife (1x) Pickaxe (0.5x)
Ore: Pickaxe (2x) Hatchet (1x) Skinning Knife (0.5x)
This would introduce a neat balance between the tools. Each one has a specialty, while each one is terrible at another thing. But all tools can still be used to gather all resources.
Carrying 2 tools in ur belt is already annoying can't imagine giving up half my belt just for the best tools.

I know what you mean. I never have enough space for the essential stuff like rad pills, med kits, food, tools, weapons.
I think the point is that it would make you have to make prioritization decisions over what you're harvesting and potentially slow you down.
As it stands you'd be able to get away with 2 tools unless you were in painful desperate need of EVERYTHING. However, if you're just starting wood and food are primaries. You want a shack, a fire, and some chicken. So, hatchet and knife.
When you have your food, since it keeps forever, you could focus to hatchet and pickax. You would face an oppertunity cost with animals or open your inventory up for the knife if you killed a bear. However the elements of choice would add constraint to the game which needs to be there as most of the pressures of survival are limited due to the low consequences of the game so far.
