will there ever be a low graphics mod or setting for weaker computers?
Did you try legacy/old Rust? Can you play that version on lowest settings?
If you can, maybe later they will fix the new version enough that you can play it.
i got an friend with an very bad Pc outdated Graphics Card , less RAM and stuff
But rust Fastest with disableed shadows works very fine already saw it
Don't get your hopes up.
It's better not to suffer with a old machine trying to play new games. Even if the new rust is more demanding.
Do yourself a favor, and save up for a new machine instead of buying early access games.
