Are you looking to create it on your home PC, or rent?
I would go with http://revoltservers.com or https://www.streamline-servers.com/ Both of those companies are partnered up with Pluton, the new mod for Rust Experimental.
Let me know if you need help with anything.
I would NEVER get a server from revoltservers the owner is a underhanded dubious person,
Revolt were hosting Unauthorized servers for RUST before they were public, when questioned about it the owner skirted round the issue even after owner Garry Newman specifically said he was NOT authorized to run the servers at that time,I WOULD NEVER trust a company like that who cheat to make money, where do they draw the line at what they call legality, taking extra payments or selling your contact details. Hmmmm :/

For home servers check this thread but it's quite a read but most of the info is good.

As far as I know, they (Revolt) is one of the leaders along side Multiplay and Streamline when it comes to providing Rust & Rust Experimental game servers. You can not lie about it, they do provide many servers, and their customers only have positive reviews... (https://www.facebook.com/revoltgameservers?sk=reviews)
I did read that thread you mentioned, and to be honest, I think a lot of people over reacted and the owner seemed to be quite professional, even tho there were about 10-20 people trashing him constantly, not even reading his replies. I mean, even Garry did not bother cancelling their license or anything. He just said they were Unofficial, which is something Revolt announced afterwards. Anyways.
That is history, so I do not think we should revive it in new posts. If you do not want to do business with them, than simply do not order from them because I am more than sure that if they get all of their customers to post a reply to counter your saying, you will see that perhaps, they are not bad after all.
I design for a living and hate it when people use artwork or anything that someone has taken time to make without being authorized, It is theft which ever way you look at it. he continued to host even after being told so.
Like any community the information should be spread and people make up their own minds, some people might not have a problem with this company and not be bothered by the past conduct but some of us are I would like this type if information if i was looking to rent a server from a company, but i am happy with gameservers.com

Totally dude. However, I believe the right term by Garry was: Unofficial.
I am sure that if there was anything really illegal, they would have done something, such as terminate their license or lawsuit. So I am sure everything was in order.
Anyways, let's end it here because we are moving away from the topic.

Agreed, they(alongside streamline and fpsservers) just helped us (Pluton) out with the forum licenc.
Just looking at Revolt's server options show how much they are trying to sell to uneducated customers.
Increasing slot size: Scam in itself. There is no dramatic difference with strain on the host between 50 or 100 slots to justify additional cost.
CPU Priority: Charging more for something would be no additional cost to the host if increased.
Dedicated core: Pay more for something that should be default and costs the host the same whether you have it or not.
Emergency backup: Should be part of the the service by default. Any good host takes measures to protect their data without charging the customer more to do so. The even try to trick you into buying it by putting "nope, i want to risk data loss" in the description.
There are zero descriptions as to the specifics of what the above "services" provide on the website and you would need to submit a ticket to get an answer.
Revolt's been permabanned from Facepunch multiple times, that should be all you need to hear.
Maybe this could help:

no, it was actually that he "is not an official host" which is entirely different. but it's moot now that the server files have been released to the public i suppose.
