Is it possible to hide names in anyway to avoid being stream sniped?
What is steam sniped?
The server admin can choose to show or hide names for everyone on the server. By default it's on. I haven't come by a server yet where it's been turned off. Users can't turn them off. And if you found a way to do so, I would expect it to be considered an exploit. I'd likely ban you for doing that on the server I admin.

If you turned everone's off? Don't know. I mean if you managed to turn YOURS off to override server settings, I'd consider that an exploit because you can't do that within game mechanics.
Crunch I have not clue what you're talking about or think im talking about. You're making it seem like im trying to have an advantage over other people while in a server. This is a common thing that should be added to games this day and age that are online.

No they can just see other people on the server and still find me so that is useless.
Ok, I see what you're getting at. I don't think there's a way of doing that. That's a function of Steam integration. But that said, blocking someone via Steam shouldn't let them see your status or if you're playing on a server.
So are you publicly streaming your play (e.g. on twitch) live and people are stream sniping you by watching you stream and hunting you down?

nametags.enabled false ,,,,garry posted this command on Reddit.
He just wants to disable nametags like you can disable the chat or hud via F2 menu.
Being a fellow strimmer and Rust-enthusiast, I have found a couple of tactics to combat Stream-Sniping. Bear in mind, for every counter-measure, there is an industrious person out there just waiting to counter your counter-measure! Locks, after-all, only keep out honest folk. Firstly, use the 15 second (or so) stream-delay to full advantage. Everything your viewers see is 15 seconds (at least) delayed by the Streaming-service. Keep moving while you are exploring and/or farming. This should be a general rule-of-thumb anyway, but paramount for staying grief-free when streaming your play-time. On the topic of streaming, what is your motivation for sharing your play-time? This is a question every streamer should flesh out, in order to provide a quality product to their audience. Having this 'mission-statement' well defined will add value to your play-time, as well as enrich your viewers' enjoyment. Keep your motivation in play at all times, and you will find that it won't bother you when a viewer tracks you down in game. If others viewers see you handling grief from a stream-sniper positively, and incorporating it into your show in a fun way, you will find your viewer-count/follower-rate/subs sky-rocket! It is a game, after-all, and you are choosing to broadcast your experience knowing how the game works. Although your original question is valid, I would counter it with a suggestion that you should instead re-consider streaming a game that is all about survival, if you have challenges with survival IRL. May your play be fun and creative, and your viewers happy and plentiful!
