I have banned 3 time the same player, he use different account but the IP is always the same...

Are you running the server on your own machine? Probably a way to do it there, if you can get command line access.

Have you tried asking the host for command line access to the server you're renting? I can't imagine running a server without it, for reasons such as this.
No, game servers give to me a limited ftp access to the server directory, they have other servers on the same machine.
We have (the clan) other machines on OVH in France and on these machines we run several servers (TF2, CSGO, another rust server, etc.) but for a better ping we have also this on gameservers locate in Italy.

Then you are out of luck.
If you want to keep your server vanilla, do you mean you want to have the vanilla gameplay? Mods doesn't have to change gameplay. You can use specific mods without affecting any gameplay at all.

Well we've given you every suggestion that will help. I guess you're going to have to get used to the same guy coming back again and again.
An IP ban is actually a smart suggestion, for exactly this reason. It's definitely something that should be considered for future additions. It also shouldn't be too hard to implement.
You could make a RCON mod that does that and it would not list you as modded (it wouldn't be modded either, it would just be a program impersonating an admin on RCON).
ip bans should be standard practice for hackers i don't care about about account sharing its not hard to get another account on steam. but vac should be banning ips from games not accounts.

If a big system like VAC would do that, you'd run into trouble with shared IPs. (Also think about customer A of ISP X getting an old IP of hacking customer B and not being able to play games anymore.)

I'd go on a site I've never been before and be IP banned, restart router to get a new one and I'm fine to visit.

exactly the kind of problem they were experiencing while blacklisting servers that were spoofing population and redirecting to other servers..
i agree it should be an option, but it has inherent risks.
when it comes to shared accounts or ips. i think its the responsibility of the player to keep their account/ip clean of cheats. yes its unfair for a shared account to be banned. but its also unfair for a user to allow their account to be used with cheats. there by allowing said player to cause misery on a grand scale.
i don't think its really all that unfair to ban ips. in the big picture the account/ip broke the rules. its no more unfair to ban them than it would be to ban a single player for doing the same thing.
I have ipbanned some players on my server, added them to my routers blacklist. This only works when hosting yourself tho...

Most dedicated cheaters use a VPN so an IP ban would do nothing.
