This is a bad idea, cover ur base in signs and they will no longer be damaged by explosives, I know u can hatchet them still but it is still a terrible idea, what are they thinking???
How is it a bad idea when as you said, you can simply hatchet it down in about 15 seconds?

I think you misunderstand something.
Signs don't block damage, they just don't directly take damage.
For instance, let's say you have a wall with a sign on it, 2 floors up like you said. If someone tosses C4/rockets onto the sign on said wall, the wall is going to take damage, the sign will not. When the wall goes down, so does the sign.
Get it? This isn't making walls indestructible like you assume it is.

This is what I understand of it as well. You can destroy signs with melee weapons and tools, but bullet / explosive damage goes right through them unimpeded.
At least I HOPE that's the way it works. It would be kind of retarded if you could armor your wood base with signs and make it impenetrable for a small fraction of the cost of armor upgrades.

I had assumed it acted as a shield but I guess the C4/Rocket blast radius will be what's doing the damage to the wall behind so I'd agree it sounds like it's a non issue.

Well, non issue if it works the way I described, which I'm fairly confident is what they intend. Currently you can blow out building parts with C4 placed in the next room, so I don't like a sign will be much different. It might mitigate the damage a bit though, but I'm not entirely sure.
As some have noted above I think its an improvement because it seems, currently, signs may be absorbing some of the damage intended for the wall.
Maybe I misunderstood what they are doing with signs but this is still a dumb idea making sign impervious to bullet and explosive damage, why cant I shoot signs down off people bases? What a waste of time for the dev team, signs should be ruled by the same rules that every other object a player makes for their base, they should be spending their time fixing the blast radius instead, how is it the blast damage goes through an armored wall that is still standing, that makes no sense either but this dev team seems to be going off the rails a little at times.
I think you are severely overestimating the amount of time it takes to make a sign not take damage from a gun or explosion if you think it's a waste of dev time
