If you take a lighted torch into the water it will continue to burn even as you are drowning because you are completely underwater. Unless I am mistaken you can also light a torch while completely submerged.
Certainly not a game breaking bug, but it is hilarious. Probably a bit of a (very minor) PvP issue as well now that burning torches cause more damage.
Underwater fire has been a Rust specialty for a while. Torch has been such since its introduction.
