Had an idea for a electric fence based trap/home defence, The fence piece can be placed like any barricade and can be electrified if hooked up to power (a power box or some way to control it would be handy) This could let players make a effective first line of defence against raiders as long as its powered.
To defend the base proper fence pieces could be placed on the walls and could be electrified from inside to hinder ladders and raiders using picks, They could also be layed around the base of the foundations across the ground or along the floor of a base to make nasty kill zones or to funnel intruders. (a version with a pressure plate switch could be handy as a activator ).
When powered the fence should deal damage to anyone touching or hitting the fence or hitting anything behind the fence. (trying to pick down a wall with a powered fence applied to it it should be a bad idea) That said the fence should offer no extra protection to the wall its on and should be destroyed by one c4 going off on or near it.
Tell me what you all think and feel free to post your own idea's or improvements

If no one will actively touch it then its working, Even if they dont block ladders as long as the power is on it should hurt anyone trying to climb up.
Have your 2nd floor wall covered will hinder anyone trying to ladder up while having your foudations or lower wall covered will hinder people with pick axes.

You saying a fence, which you cannot place ladders on in the first place. Point is only an idiot or a clumsy person would walk into a fence let alone an electric fence. Maybe if they were like a farm fence and harder to notice, it could be used as a trap.
No, this is good. I wouldn't mind seeing the ability to set up electrocution traps. Maybe a pair of cables wrapped around the building to electrocute climbers. For added realism it would cause a muscle spasm that would launch the player off the building, doing damage at landing. Lots of potential here.
The problem is that I don't see an electric fence being powered by batteries. If we're talking about a few good-condition car batteries in parallel, that's another story.

The point of a fence is not that it's a trap, it's that whatever wants to get in/out will have difficulty doing so.

Point is, if its a clearly visible fence like the current rust fences there is no point electrocuting it because you could just placed a spiked fence and have it deal damage without costing you resources to keep it running.

Short answer, I agree with you and take back what I said above. Killing a player by electrocution is a whole different ballgame from setting up an electric fence in case someone eventually stumbles across it. The former can be done with a few dozen AA batteries (or 4-5 car batteries in so-so condition), while the latter requires a lot more juice and maintenance. It's not as simple as hooking up some batteries to some wires and letting it all go.
Long answer: It takes about 500mA at about 60V to cause cardiac arrest (a heart attack). Unlike what you see in TV and the movies, heart attacks are almost always fatal. An old-fashioned low-power USB port from 20 years ago delivers 500mA of current at 5 volts. A good AA battery could crank out a brief surge of 1A of current at 1.5V. A typical car battery delivers 500+ A of current at about 12 volts. None of these are powerful enough to cause cardiac arrest, but a car battery is capable of giving some pretty nasty burns. However, put 4-5 car batteries together and series, and the resulting 60V (give or take) will ensure the player is toast within seconds. The player's muscles will also clamp down at full strength, making it almost impossible for him to let go of whatever he's touching (ladder, etc).
It's one thing to see an attacker coming and zap them, assuming you could get them into a kill zone somehow. It's something else entirely to rig up an electric fence and wait. Why? Because to keep that fence electrified at all times is going to take a LOT of power, just like you said. You're also going to need a protection circuit (for the fence, not the attacker) so the fence circuit will open up and reset after a 5-second surge. Otherwise, one raider will completely deplete your batteries as he continues to short the fence. A semi-plausible solution would be to run a series of bare wires around the structure at key points and hope the player touches both of them at the same time. The circuit would be normally open, which would conserve battery power, but still 100% deadly. Then you have the risk of something catching fire, dealing with rain, simply cutting the line, etc.
So yeah, it's a neat idea, and I hope they implement something like this eventually. I just hope it's more thought out than "car battery + metal wall = electric fence".

Mostly just the right kind of fence and power supply, couple gas generators with some barbed wire fencing and an AC current pulsing would do it.
Barbed wire is to make it hard to let go or detach from the fence and the longer you sit on it the longer you fry.
Making the current enough to keep you from climbing would actually only take a few solar panels and would require much less energy than you would think, killing of course costs much more but stunning is easy and cheap.
