Raiding players bases is a big part of the gameplay of Rust but the problem is the capacity of players to wait for disconnection of their target to raiding a base.
I did a few wipes since months and every times I saw a raid off, 90% of players that are raided left the server...
I think that the "raid off" is a component of Rust and the Oxide add-on that block raid off is not a good idea but maybe it should be interesting to reduce the damages around a raid off.
In that case i thought about 3 systems that can be implemented to resolve this problem.
First of all, the best but the hardest to implement... A system like Clash Of Clans.
When you are in raid off, the loot quantity is divided and then for example 50% of loot is locked. For example, if you have 13 slots used in a large box, only 7 can be loot.
THe problem is "but if my large box is broken ?" then maybe no large box can be broken if something stay in it...
Second possibility, you can take only 50% of the loot of a players. If a player is sleeping, you can't take more than 50% of his equipement and loot. If He has loot, you can't kill him.
It's easier and can help beginners.
Third case, a special space for each player that can't be loot. Only 5 or 10 places, just special area in the game to save important equipment. It can be reduce for only some things like ressources and weapons but not for C4 for example...

I know that you can have a hard time when you're getting raided while offline. But that's just part of the deal, that is how Rust works.
You either get good at hiding stuff or get better at building bases. As far as I know I managed to lose only 10% of my stuff when getting raided. A part is hidden outside and a part is hidden in the base where the raider didn't get to. Problem solved.
For the beginners: it is a hard game to learn. However the learning curve is very steep and within a few hours of gameplay you should know that you need to hide your loot. With that said: use Youtube as tutorial and you don't even have to play (and find out yourself the bad way) to know how to solve these problems.
So to be honest the idea isnt the best, even on an modded server i see too many ways to abuse the first method throwing an c4 daily on my base so people cant get my shit.
Second idea is also just an excuse for offline raids.
I do understand people get annoyed when they get offline raided it sucks. but there is a lot of ways to work against that. I mean isnt that the point of the game figuring out an strategie which works better then the Ideas of others.
Build a solid base, Hide youre good loot in stashes, hide youre base. But please stop complaining about the offline raids they are a major part of rust.

The goal is to push players to have a activity "on line" and to have a feel that Rust is not only for no-life players or professionnal groups :)
If the system can assure that raid-off is possible but the player that was raided had a chance to not restart with nothing I think that it should be interesting and can keep a lot of players on the game.
What is the gain in terms of game if a player raided leaves the server and does not return? Maybe that leaving part of his stuff, he will say that he can continue to play.

There is two reasons why people raid offline
- Loot, People get pissed of "droppers" those are people who drop the loot while youre raiding them.
- Some People raid "Better Players" offline because they are scared to lose their loot in the progress.
Online raids are Fun and provide some of the best Experiences in rust but mostly you have to life with the fact that you dont gain shit through that.
A third reason : it's so easier !! ;)
Rust is in early access and it says that some parts of its gameplay can be change in the future.
I think that Raid-Off is mostly used because it's easier and the loot is the same.
Why need I raid "on" if I can only wait the others players disconnect to raid them ?
If the raid off can be minimized in terms of loot, I think that it doesn't change the quantity of raid off but maybe for players that are raided, the feeling can be "ok... i'm raided but yes, I have some stuff to continue my adventure"
the life of a server is always the same :
1. WIPE : lot of people arrive
2. first period : all alone players, beginners or little groups are raided, they have nothing to continue and meet only full stuff players -> they leave
3. middle groups are raided by big group or no-life people : like point 2, they leave the server...
4. after 1 week, only no life players or better groups are on the server and they do nothing instead of kill heli in loop...
My reflexion is : what can we do to keep players on the server ? let them a little part of their stuff after a raid ? yes, maybe :)
