So, I'm not getting the error graphic...but things are blank.. (need clean install)

I uninstalled Garry's mod from HL and redownloaded it from steam....but when I have a missing model it doesn't show the flashing error model...what am I missing...it seems some other areas are messed up too. How can I perform a clean uninstall/install of GMOD?

If you want to completely wipe your garry's mod, I believe the method is to delete or remove all folders within the garrysmod/garrysmod folder and verify the game cache. If you do this, don't delete everything but instead move all of the files into a separate folder on your desktop or something just in case that breaks things.

If you just want to remove addons or get rid of custom textures, remove either all of the .gma files from your addons folder for clearing addons or remove the materials folder if there to clear your textures. In this situation, I'd recommend a full wipe just to be sure.
