I just bought gmod and i cant use toybox. I get error 102- cant connect to server, and i also cant load the website, toybox.garrysmod.com

Is your anti-virus or firewall blocking Garry's Mod? If you have BitDefender I have seen several issues between it and Garry's Mod.
im behind a zonealarm, a router, and wireless but i dont have an issue connecting to toybox, check your internet connectivity. sometimes i get this error because i lose connection to steam
