How do I install the ULX admin mod without a mod installer?

My server host does not have any admin mods in the mod installer, so how do I install it without it? I tried using svn to get the files then upload them to my server, but some features in the ulx menu didn't work.
I have FastDL if that helps.

The gui is still broken in some spots and won't be fixed for several more weeks. All the console commands should work and anything you can do through the gui you can do with console commands.

The commands work, but the group part of the ulx menu does not work. I thought it had something to do with the installation but I guess I'll have to wait for an update for that to work.
