Okay, a couple days ago I was enjoying Garry's mod, then out of the blue, the tools stopped working.

Now, when I click the buttons, as of "Construction", for example, It just changes color. From grey to white.
Nothing comes back. This is really annoying and if I can't fix it, I wish I could get a refund. :(
You should try deleting the second garrysmod directory, which will essentially re-installs your game.
