Program (x86) > Steam > SteamApps > 'user name' > garrysmod - the last one is missing.
I just deleted the 'local content' from Steam and then removed the entire 'garrysmod' folder and preceded with doing a full reinstall.
After Steam had re-downloaded the game, I started to download a few add-ons - through Steam workshop - and then there was a last add-on I wanted so but it needs to be downloaded through SVN. So I went to the SteamApps, and then my username, assuming that the 'garrysmod' folder would be there - it was not.
Any idea on how to get one? Or should I just make one myself and hope the game will recognize it?
All games are stored in \Steam\SteamApps\common

Then why have I repeatedly gone intro Program (x86) > Steam > SteamApps > 'user name' > garrysmod > garrysmod to add mods?
Why did the mods work?
Until a year-ish ago all Source engine games were using an old method for loading files and mods. The conversion method (SteamPipe) has moved all those games into the Common folder, using the VPK system for archiving files (compared to the old GCF format).
Not too familiar with gmod's mod management nowadays but subscribing to workshop items does the trick for most popular addons out there.
