Why is this game so bugged ?

First of all, this thread is not about any kind of troll ; I'm just a player who has bugs in this awesome game and who wants to fix them.
Alright, let's explain.

[B]FIRST [/B]: the worst bug for all film-makers, you know what I mean... The missing textures (and others bugs like this)!

[B]THIRD :[/B] the famous and shameful black water bug (I think this one is about the Source Engine because even the Team Fortress 2 water is black/green)!

I have Counter-Strike: Source, Team Fortress 2, Half-Life 2, Portal and Day of Defeat: Source... So, my question is simple: how to fix them? :v:
I Googled this question many times (and one day I fixed the missing textures but the next update canceled it, and since this update I can't fix them again).

HL2's textures have priority over TF2's textures. Back in GM13 Beta, garry had an option to sort the games but that got removed.

Alright, my first problem is fixed (thanks to Eltorro64Rus, GlinkoPlayman, MennyRus... And obviously you for your solutions, even if they didn't fix it)!

It stills "just" the bug with the "floating grass".
