Takes forever for clients to download addons and get onto the server [TTT]

So this has been an ongoing problem and I need to fix it as soon as possible. I've gotten a lot of complaints from players on my server that it takes forever to join games and it's much longer than other servers that are using even more addons than mine. I'm not sure what's wrong because I've set up fastDL using the steam workshop and I've followed video tutorials on how to do it too. If anyone could offer any help as to why it's taking minutes to join the server, I'd be very grateful.

How many addons are you making them download? Are they big addons (M9K, prop packs, etc.)?

Yeah, that's a lot of stuff. Especially when you are relying on Steam servers to download all of those.

True.. do you think it would be better to use a webhost instead? I think you can do that but I'm not sure how..
