Gmod Crash upon start up.

I have had an ongoing problem where I start up my gmod, get to the blue loading screen, I hear the error noise and alt tab out to this message.

Please help, I have had the error for about 3 months, I have uninstalled and re-installed. I have removed everything, I have verified cache and tried everything. Nothing seems to work.

Try running Steam as an Administrator. However, I do not recommend you doing that all the time. This is just for us to locate where the issue is coming from.

I don't really know what you mean by this, I ran the program in administrator a couple times, Each time I had a random 5 minute update. I then started the game and got the exact same error message. Nothing was different.
