Oddly, when I switched my Garry's Mod video settings, it started to do this weird flickering effect.
It seems to only occur when I am trying to play the game, however in the menu it doesn't happen. I can't look around, or do anything involving my mouse.
I've tried reinstalling Garry's Mod, Unbinding and rebinding everything, changing back and forth to the video settings, nothing worked.
any ideas?

Looks like one of your addons cause this. Make sure your server/game is updated to the latest version.

Mistake on my part. I was doing a panel and had left it unfinished and being done in a weird way.
