I have asked my steam friends if they had the same problem I was having and all responded no. So I came here to ask if anyone know what this is, how to fix it, and how to help in anyway they can.

You can't just delete local content and reinstall. Delete your garrysmod folder in steamapps/common, turn off Steam Cloud sync for Garry's Mod (Properties) and reinstall.
It's been forever can you remind me what Steam Cloud sync is and how to turn it off
I already said, Garry's Mod --> Properties

tab wise turn off wise.
Under updates, uncheck Steam Cloud sync.

When It's done installing(If I reinstall at this step)

No, leave it unchecked. Don't ever recheck it. After it's unchecked, make sure your garrysmod folder is deleted in steamapps/common. If it is, reinstall.

No. Are you sure Steam Cloud is off and you COMPLETELY deleted the folder? If yes, try disabling your workshop addons temporarily.
