How to fix the target in Garry's Mod ULX ( darkrp ) - Help

Hello, thanks for taking time and reading this. This is about target in Garry's mod. My friend owns a server and I'm currently an owner on it. The problem is we chose some ranks and they are not working the ranks should be in this order:"user<donator<donator+<trial moderator<moderator<admin<vetadmin<Overseer<co-owner<Superadmin/owner." I have some screen shots of how they are currently please if you know how to fix them tell me what to change. The problem is that vetadmin can carry overseer and admin can carry vetadmin and overseer ( not only carry but can use all the commands on him ). In the ULX permissions file, putting admin below vetaadmin and overseer and setting the inheritance on admin to be from moderator.

Is this what I did wrong or fix XD I'm sorry but not good at this :P By The Way, can you add me on steam so we don't have to wait for each others replies here ?

By The Way this server also uses FAdmin do you think the problem is from fadmin ?
