Are you including the port when giving them the ip

If you are running this off of your computer an not a server, you may have to allow stuff through your windows firewall. Below is a graphical guide, the guide for windows firewall starts at Method 2 [url]http://www.wikihow.com/Open-Ports[/url]
Check your antiviruses, windows firewall, etc.
II have opened the port in the firewall and I have always this message and my antivirus this is avast :S
Not sure but try connect via your IPV4 address with the port and not the public IP like <YOUR IPV4 HERE>:27015 You can find it in the Windows command console using "ipconfig"

The problem is that people can't connect using that IPV4 address...

Yes I know this is my ip address lan however with my public ip that nobody can even connect me with my public ip address
I think that your ISP might be blocking port forwarding on your network, if not, try allowing stuff through your firewalls, antiviruses etc. This used to happen to me and I use to have to listen to the port somehow for it to be open for other connections, try using a port listener. Not sure if it'll work but, worth a shot! Bonne chance!
