Does Garry's Mod NEED CS:S to play on most servers?

My friend just got Garry's Mod... but on most maps he needs CS:S to get the textures and models and whatnot. Is there a workaround for this so you don't need CS:S?

He doesn't want to torrent the game. But I was thinking is there a way to just import the models and textures? Somebody to me he could do this on HF. If so, I'll supply my cstrike folder. He's going to buy it eventually... but he can't right now.

It's not about torrenting the game.... it's about getting the content of the game, inside the content are all the files (models and sounds), that's all I'm just going to give out.
