My emmiters don't work when I try to turn them on. I wait a couple of minutes for them to turn on, but they never do.
Can you screenshot an emitter while holding "c" so I can see the context menu?

Have you tried other effects, or just that one?
The only ones that will work are the blood impact and glass impact,but they only work every now and then.
If it only happens to some of the effects, it's probably because of a mod.
Or you could just need to verify your game cache.
Right click the game>Properties>Local Files> Verify Integrity of Game Cache
