When user goes into console they crash (server console says they timed out)

Trying to help a moderator of my server figure out why everytime they go into the console they seem to crash.

In my server console it just says they timed out, anyone know what could cause this?

I've had them check the file integrity or whatever of their gmod and also the startup setting for the dx level i think it was
