Garry's Mod Server Doesn't Exist For Me and Only Me Apparently

Basically, I wanted to join a server my boyfriend is an admin on that he likes, but for some reason both Steam and Garry's Mod act like this server (which is a very active server with 70 people on at the point of me writing this according to my boyfriend) just simply does not exist. Trying to use "join game" only results in me getting the game info window with "server is not responding," and trying to connect direct to the IP eventually fails. I had a similar problem with ARMA, but I was told that was actually an issue with the game and the Steam browser itself. Does anyone know what causes this?

Looking back, I feel like this might not be a strictly Garry's Mod issue considering it also deals with Steam, so if there's a more appropriate place to move this I'm all for it.

74.91.114.3:27015 is the IP, if it helps, and I know it has nothing to do with my 27015 port since other similar servers on Garry's Mod with that port work perfectly.

Yes, other Garry's Mod servers show up in the browser

I can see the server myself, this might seem like a longshot but have you restarted steam/your computer? You'd be surprised by how many things get fixed by doing that.
