I configurated the config.txt file that admins have a reserved slot on the server, but I want that VIP have a slot, too. So how can I do this? Maybe in slots.lua because there is ACCESS_ADMIN.

You can only configure reserved slots in the config.txt file. You need to manually give the groups the "ulx reservedslots" permission in order for them to use these reserved slots.
