Show image from web on a prop

Is there any addon or tool that can be used to display a custom image from web on a multiplayer game prop (using image URL) ?
- The point is that every player could add their own images without server admin pre-deciding what the images are (so would not work to create custom materials for instance with pre-specified images)
- And the image should not disappear once a player leaves the multiplayer map (so using the character import image option does not work, because that image disappears when you join again)
- And the images should be persistable with Advanced Duplicator (2)
