Importing vtf spray works but doesn't appear in-game

I have been making sprays for people using photoshop. I have saved them as tga's and png's and then converting them into a vtf using vtfedit including a vmt. When I import the spray it will show up in the drop down and everything the way I want it but when I run single player and try to spray it I hear the sound but the spray does not show up. How do I make them show up?

Does this only happen with .vtf sprays? Can you see other people's sprays?
