My Gmod is up to date but I don't think my server is as it says when I run lua_run print(VERSION) it says 130912. I understand this is not up to date but when i go to update it with steamCMD it says app 4020 is already up to date. What do I do?
Open SteamCMD and enter the commands manually into it. That should fix it.
I do that every time e.g.
login anonymous
force_install_dir
app_update 4020 validate
Show exactly what you type in, a screenshot perhaps.

Where would I input the automated part. In the console ?
That's not how you share screenshots. Upload them to imgur.com or something.

Into a whatever.bat file in the same folder as your SteamCMD and run it.
