Wrong area, and look in darkrpmodifactionmaster. then the settings then you can find it their.

The darkrpmodifactionmaster setting does not work, we turned it to true, they were able to arrest each other, we turned it to false, they were still able to arrest each other.

Do any of your darkrpmodifactionmaster settings work?
If not then I would suspect that you installed it incorrectly.

Some of the settings are working, as far as we know, all but the arresting one.
