Prop Hunt causes clients to randomly freeze. Not the fretta mapvote freeze.

Hello Facepunch, this issue has been happening to our server for a while and I can't figure out the exact cause.I also don't even know where to start to look. While in game players will be playing the game at normal, and then the game will freeze for them for 5-15 seconds. When this happens there is no LUA error that displays in console or in the server logs.

and we have this list of addons:

autotaunt (custom)
Chat tags
MordernMOTD
Pointshop
ulx/ulib
Unstuck
utime

Has anyone ran into this? Really any information would be helpful.
