When I launch gmod, I get this error. I have validated all the source games which I draw content from.

Restarting steam fixed it, I feel so stupid now.

This tends to happen when you launch a pirated game that temporarily overwrites certain Steam functions to bypass its DRM.
Restarting Steam fixes it.
P.S: I'm not condoning and/or giving anyone information on how to pirate, I'm just stating the most common cause for this error.
