TTT Server Problem [GMOD 12]

A couple day's ago I started having problems with a specific TTT server, best described:

This problem began overnight for no apparent reason (I have spoken to the owner of the server's about it).

I was hoping someone would be able to provide an (in depth) fix to the problem, as all atempt's to remedy the situation have not panned out. It's important to note that I seem to be the only regular visiter to the server experiencing this problem.
