To get Garry's Mod 13 into windowed mode isn't it:

I've tried it and it doesn't seem to work. Any ideas?
Try doing it in the options in-game.
Try lowering the resolution it's on. I thought mine wasn't switching either, but it's most likely just because it's on your native resolution (it covers your entire screen).
