Workshop collection maps only downloaded when they are voted for? (Bhop,Jailbreak)

Ive been trying to do this on a server for a while and for the life of me can't rememer how. I made a thread about this yesterday but am still struggling.
A user claims it should be automated which is the case for some. but for others they get missing map errors even with downloads turned on.
