Spawning with no weapons, workshop re-downloading all of my addons over and over

Whenever i start a singleplayer sand box game I have no weapons. When i press the numbers, i can hear the select sound but nothing happens. I can give myself weapons via the weapons menu and i have nothing in the other slots. Also, whenever I download an addon through workshop, it finishes and then downloads itself again about 9 more times. Any help?
