How do i find out why the server is not responding?

How do i find out why the server is not responding?

Where can i see what is wrong with the Server? I have -condebug on, but can't understand.

When you say not responding do you mean its crashing and not responding or you cant see it in your server browser?
If its the server browser your having a problem with, try running it without the -console command because I cant get -console working at all.
