Addons instantly timing out when selected from the Workshop

This is a very frustrating problem, I'm trying to download addons and whenever I select one it doesn't even attempt to download, it instantly flashes:
Error downloading file - Timed Out
END: DownloadAddons

I've tried reinstalling GMOD, changing download locations, I even resorted to deleting my current addons, but now it won't reinstall any of them, every one of them
instantly times out.

Suggestions?

Happened to me; it was a problem with my DL server though. This isn't a Garry's Mod issue, it's one with Steam.

I've tried practically every server in the US and Canada, not one works at all, this is extremely frustrating.
