While im playing i get over 60fps then some times my game randomly freezes and drops to 0fps for like 1 or 2 seconds. Happens on any server and even in single player has gotten me killed a bunch
My computer specs are:
Video Card: ATI Mobility Radeon HD 5650 Approx Total memory 2797MB
OS Windows 7 Ultimate 64 bit
4096MB of Ram
CPU AMD Phenom II N850 Triple-Core Processer (3 CPUs), ~2.2GHz
Things I have already tried (so don't even bother posting them)
1. Re-installed all steam games even steam itself
2. Validated game Cache

Check your Graphic Cards, it IS Possible that their to much for Garry's Mod to handle and is causing it to run way to fast to keep up.
if it happens while just going over 60 fps, it may even be your monitors fault for not keeping up. enable vsync in the advanced sections of the graphics tab in the options menu. see if it helps.
