Okay so first thing first. My GMOD runs extremely slow even on the lowest settings (10 fps or lower). Here is my computer specs:
GPU: NVIDIA GT 640M (2gb vram)
CPU: Intel i5-2450M quadcore (2.5ghz)
Operating System: Windows 10 64bit
RAM: 8gb
Internet speed and ping: My internet goes up to 30mb/s download and my ping is usually 50 or below on servers
Please help fix this issue. I am currently re-installing GMOD.
P.S:
Could the reason be as I had older C:SS textures. Also I didn't have many addons. I have the latest drivers as well.

Thanks but I'm pretty sure I have checked before and its not on power saving mode.

Okay so I reinstalled Garry's Mod and all of my addons and redownloaded CSS. Its better but still lags quite a lot.
