Garry's mod won't even show up on my screen even though I have launched it, and because of this I have to restart my computer every time I try to launch it. This also happens to many of my other games such as planetside 2 and as far as Google Chrome. I just got a new graphics card and this has been happening ever since.
Are you saying that not only your games won't start but also Google Chrome?
I fixed google chrome a little while ago, but I still can't see a few of my games. They have launched, but they are not showing up on my screen.

I tried adjusting my resolution, but that only fixed chrome and it should have fixed my games, but it doesn't seem to work.
One of my friends had this problem half a year ago where he only couldn't even start IE. He simply reinstalled windows as I had no idea how to fix this.
