My server is lagging already with 15..

ram = you need more deditated wam
ssd = you should probably get more data
cpu = fine
connection speed = fine

RAM - Perfect, if your Gmod is using more than 1gb there is something wrong.
SSD - Great, unless you're hosting a gamemode that will have 80+ custom maps you're fine.
CPU - This is hard to tell. Garry's Mod is a single core program so we would need to know the single core speed of your processor. This seems about fine for 25 players, maybe more if you have a well optimized gamemode.
Bandwidth - Seems fine, it's not really easy to tell.
