I can make the picture, but how would I get it on the loading screen?

Are you referring to a server loading screen, or Garry's Mod background like code has said? If it's the latter, place your image in there, if it's the latter..
Find a place where you can host a webpage, there will be plenty of free resources for you, and if you've got a server host, you will most likely have some already. Make a website page with what you want on your loading screen.
You would then place the URL of your loading screen inside server.cfg under the line of
[code]sv_loadingurl ""[/code]
