Why can't I hear other players in garrysmod voice chat?

Everytime I start garrysmod and play on any server I can't hear the voices of other players but I can still hear the game just fine, does anyone know what is happening?

Theres a voice option or something like that in your options, the multiplayer voice may be turned down.

It's not the voice options. I've tried validation, deleting the 'bin' files and deleted Garrysmod. I don't know what I can do now. Garrysmod isn't even fun anymore without chat.

gary23548: Open up your Shift+Tab steam overlay, at the bottom then press settings. After that go to the voice tab then check that your "receive volume" is turned up.

Dude17: Do the same thing going to the voice tab but check your "recording (audio input) device" is the correct one.
